Fonds consists of papers relating to Macdonell's working career as the Auditor General of Canada, the first chairman of the Canadian Comprehensive Auditing Foundation, as a member of the Consultant Panel of the Comptroller General of the United States, as a partner of the firm Price Waterhouse and as Canada's representative on the United Nations Board of Auditors.

The fonds also contains photographs depicting various aspects of the public life of James J. MacDonell as well as a caricature entitled, "Clip his wings? - Oh no, rely on a more traditional approach".

Macdonell, James J. (James Johnson), 1915- : James Johnson Macdonell, public servant, was born in Calgary, Alberta on 16 September, 1915 and was educated at Glengarry College, Ontario and received his C.A. from Quebec. In 1937, Mr. Macdonell was employed as a chartered accountant with Canadian Industries Limited, a Montreal based company, and served in that capacity until 1945. In 1945, he joined Price Waterhouse and Co. and was appointed the manager of the Systems and Methods Department. Five years later, he was made a partner of Price Waterhouse and placed in charge of company's management consulting services group. In 1968, he was appointed a senior partner of the newly formed associated management consulting firm, Price Waterhouse Associates. He was named a Fellow of the Institute of Chartered Accountants of Ontario in 1956 and of the Institute of Management Consultants of Quebec in 1978. He was a founding director (1963) of the Canadian Association of Management Consultants and served as the President in 1965-1966.

In 1973, James Macdonell was appointed Auditor General of Canada, the seventh to serve in that position since the office was established by Parliament in 1878, and retired upon the completion of his term of office in 1980. As Auditor General, he played a key role in the establishment of the Canadian Comprehensive Auditing Foundation, of which he was elected the first Chairman by the Board of Governors in March 1980. Between 1973 and 1980, he also served as Canada's representative on the United Nations Board of Auditors. In 1982, he became the first non-American to serve as a member of the Consultant Panel of the Comptroller General of the United States.
