Fonds consists of a couple of articles and an address prepared by Frank Belle on immigration and the ethnic press. The section on the Ethnic Press Analysis Service consists of seventy articles translated from a variety of languages including Slavic and other eastern European languages, Scandinavian, German, Dutch, Italian, Portuguese, Chinese, Yiddish, and others. Department of the Secretary of State articles and reports describe the history and analyses of ethnic newspapers in Canada. There is also a series for documents produced by the Canada Ethnic Press Federation. The balance of the collection consists of articles and papers produced by, and describing, the various ethnocultural communities in Canada. There is a sampling of newspapers and newspaper clippings in languages other than English or French.

Belle, Frank, born 1924 : Frank Belle, public servant, was born in 1924 in Kirkland Lake, Ontario. A graduate of McGill University, he worked in the Citizenship Branch of the Department of the Secretary of State and eventually became the head of the Ethnic Press Analysis Service. He retired in 1987.
