Item is entitled: "A brief Review of such Parts of the Charters and Acts of Parliament for the Erection and Continuation of the East India Company, the South Sea Company, and Hudson's Bay Company, as relate to the Southern Whale Fishery; together with an Abstract of the two Acts of 26th and 28th Geo. III for the Encouragement of that Fishery, with the Heads of a Bill for opening a Trade through the South Seas to China and Remarks." The document, which is signed by F. Russell of the India Board, 28 March 1791, includes extracts, abstracts and comments, relating to the trade and privileges of the East India, South Sea, and Hudson's Bay Companies, in connection with a proposed bill designed to encourage the southern whale fishery and trade through the South Seas to China. The heads of the proposed bill and remarks are included. Transcripts, 27 pages.

Hargrave, Francis, ca. 1741-1821 : Legal antiquary.

Francis Hargrave ([1741]-1821) was the son of Christopher Hargrave of Chancery Lane, London. He entered as a student at Lincoln's Inn in 1760. In 1772, he attained considerable prominence at the bar in the habeas corpus case of the negro, James Sommersett. Soon afterwards, he was appointed one of the king's counsel. In 1797, he was made recorder of Liverpool. He was for many years treasurer of Lincoln's Inn and a leading parliamentary lawyer. His legal publications were numerous and Lord Lyndhurst said of him, in a speech delivered in the House of Lords, 7 February 1856, that "no man ever lived who was more conversant with the law of the country." He died on 16 August 1821, and was buried in the vault under the chapel of Lincoln's Inn.

The Hargrave Manuscripts were the collection of legal manuscripts accumulated by the legal antiquarian Francis Hargrave, K.C. ([1741]-1821). When Hargrave's mind broke down in 1813, Parliament, in acknowledgement of Hargrave's eminent service to the public, granted the petition of his wife, Diana Hargrave, to purchase his library. A price of oe8,000 was paid for his manuscripts and books, which were then deposited in the British Museum (now the British Library), where the manuscripts are kept as a separate collection catalogued as Hargrave MSS. 1-514. In 1914, the National Archives of Canada transcribed a small excerpt relating to the Hudson's Bay Company from Hargrave MSS. 494 (document No. 7, ff. 66-98).
