Fonds consists of correspondence concerning conservation of musk-ox and reindeer, and Canadian sovereignty over Arctic Islands, 1919-1959, 12.5 cm; memoranda and notes, including three files entitled "Dominion Parks memorandum, 20 March 1914", "Canadian Sovereignty of Arctic Islande re: Vilhjalmur Stafansson", and Canadian Musk-ox-Reindeer Commission, 1920", 1914-1959, 7.5 cm.

Harkin, J. B., 1875-1955 : J.B. Harkin, public servant and environmentalist, was born in Vankleek Hill, Ontario, and served on the staff of the Montreal Herald in 1892, and the Ottawa Journal, 1893-1900. In 1901, he became parliamentary secretary for Clifford Sifton, Minister of the Interior and in 1905, for Frank Oliver, Sifton's successor. From 1911 to 1936, Harkin was commissioner of Dominion Parks. Harkin was also instrumental in framing the Migratory Birds Convention Act, 1917.
