Fonds consists of correspondence concerning military security, specifically the establishment of a mechanism for the exchange of counter intelligence information between the Canadian Directorate of Military Intelligence and the United States Army. As well, Bavin's appointment, and retirement, as liaison officer between the two allied forces, and a personal letter from J. Edgar Hoover to Bavin dated 4 June 1945, are available. A photograph and identification card are also included.

Bavin, Ernest William, 1888-1982 : Ernest William Bavin, R.C.M.P. officer and security co-ordinator, was born in 1888 at Cheltenham, England, and worked as a clerk in London before immigrating to Canada, in 1908. He then joined the North West Mounted Police, and served with them until 1911, and from 1915 to 1918.

Bavin served in France, 1917-1919, with the 1st Battalion, Canadian Field Artillery, Canadian Expeditionary Force. After his return to civilian life, Bavin entered the Alberta Provincial Police, which he served in Lethbridge and Calgary. When the Canadian Mounted Police was taken over by the Royal Canadian Mounted Police (R.C.M.P.) in 1932, Bavin served that organization as an inspector until 1936, and as a superintendent until 1939. From 1939 until his retirement in 1941, Bavin was in charge of the Intelligence Branch of the R.C.M.P.

In 1941, Bavin entered the service of the Office of British Security Co-ordination as a liaison officer, and from 1942 to 1944, he acted in that capacity between the Canadian Directorate of Military Intelligence and G.2, United States Army, Governor's Island, N.Y.
