Canadian National Committee on Refugees : The Canadian National Committee on Refugees and Victims of Political Persecution, later the Canadian National Committee on Refugees, was active from December 1938 to 1948. Originally sponsored by the League of Nations Society, the Committee functioned as an independent organization under the leadership of Senator Cairine R. Wilson as Chairman and Miss Constance Hayward as the Executive Secretary.

The Canadian National Committee on Refugees' (C.N.C.R.) initial objectives were firstly to lobby for the liberalization of immigration laws in order to allow more refugees into Canada and secondly, to educate the Canadian public on the plight of European refugees. The Second World War forced the C.N.C.R. to become more concerned with the admission of particular individuals and single family units. It managed to push the Mackenzie King government into admitting refugees from Portugal in 1944, and succeeded in settling individual families in Canada and raising public awareness of the refugee question. In addition, it assisted Germans, Italians and Austrians transported from Britain to Canada in 1940 who were then interned in Canadian prison camps.

Following the end of the war in 1945, the C.N.C.R. intensified its campaign to have Canadian immigration laws liberalized particularly with regard to displaced persons. The committee continued its attempts to aid individual refugees and refugee families. In June 1948, Constance Hayward left the C.N.C.R. and was replaced as Executive Secretary by Mrs. Ellen Buzek. Mrs. Buzek continued as Executive Secretary until the committee wound up at the end of 1948.

General note:

Most of the records were received in 1977 from Miss Hayward; ledgers and day journals, 1940-1948, were received in 1962 from the family of the late Senator Cairine Wilson. Photographs acquired in 1980.
