Fonds consists of a sworn declaration by Patrick Tonyn relating to the nature and extent of aid offered to Loyalists immigrating to Dominica from East Florida after its cession to Spain, 1791; attached to the declaration are the following, a letter from Governor John Orde of Dominica, 1784, a copy of Governor Orde's message to the Council and Assembly, 1784, and the joint resolution of the Council and the Assembly relating to the question of aid to Loyalists, 1784.

Tonyn, Patrick, ca. 1725-ca. 1804 : Patrick Tonyn was commissioned Captain in the 6th Dragoons in 1751, served some time in Hanover, and was promoted to Lieutenant-Colonel of the 104th Regiment in 1761. He was Governor of East Florida from 1774 until its cession to Spain in 1784. On his return to England, he became Colonel of the 48th Regiment.
