The circumstances surrounding his creation remain unclear, but its creator, A. André, parish priest at Saint-Laurent on Saskatchewan (near Carlton), specifies that it is a report intended for a colonel who is not identified. The document is the record of four public meetings held at the Saint Laurent Métis winter camp from December 1873 to January 1875. The purpose of the first assembly was to form a justice committee and to elect those who would have to settle disputes and adjudicate cases brought before them. A 28-section regulation was then proposed and amended in 1875. The last part of the document contains remarks by A. André, essentially with respect to the destruction of bison, which he finds alarming.
