Canada. Urban Affairs Canada : The establishment of the Ministry of State for Urban Affairs (MSUA) was announced by the Government of Canada on 30 June 1971. Its mandate included the development of federal policies to improve the effects of urbanization and the co-ordination of policies and projects with other federal institutions and other levels of government. To this end, MSUA was divided into two wings, one addressing policy and research and the other co-ordination.

In November 1972 the first National Tri-Level Conference was held and tri-level planning was approved. In order to accomplish this goal, provincial tri-level conferences and metropolitan tri-level committees were also established in that year through agreements with MSUA. A year later, the Senior Interdepartmental Committee on Urban Affairs (SIDCUA) was established. SIDCUA consisted of the deputy-ministers of 15 federal institutions and was chaired by the MSUA Secretary.

MSUA was reorganized in 1976 so as to provide a greater measure of co-ordination with the Central Mortgage and Housing Corporation (CMHC). The Portfolio Directorate for International Affairs was established with the combined staff of MSUA and CMHC to co-ordinate the international programmes of the two institutions, and the Secretariat for Interdepartmental Co-operation in Urban Affairs was created in order to lend federal support to the urban priorities established at the local level.

MSUA was terminated in 1979 as part of the federal government-wide restraint programme. On-going projects and contracts were transferred to CMHC, the Ministry of Transport and the Department of Public Works.
