Canadian Sections, 1st and 3rd Echelons : In January 1915, Sir Max Aitken was attached to General Headquarters in France to deal with records relating to the CEF. In September of the same year he became "General Representative for Canada at the front". Aitken was succeeded in January 1917 by Lieutenant-Colonel R.F. Manley Sims whose duties were to represent the Overseas Minister in all matters of Canadian interest at British General Headquarters in France. He was, in effect, the liaison officer between the Minister, the War Office and Canadian Corps and was the channel of direct communication on domestic matters between headquarters of the OMFC in London and the Canadian Corps.
There had been a Canadian Deputy Adjutant General and staff in the British Adjutant General's Office at the Base since February 15, 1915. It was later styled Canadian Section, 3rd Echelon, GHQ. The Canadian Section, which was completely independent of its British counterpart at GHQ, was responsible for compiling Part II Orders, statistics for the War Office and Canadian authorities and for issuing reinforcement demands. It was responsible for postings, transfers and promotions of non-commissioned officers in France and for maintaining the required numbers of trained and partially trained reinforcements in that country. Further, war diaries were sent to the DAG, 3rd Echelon, by units and formations in the field.
