The records are part of the Department of Manpower and Immigration's administrative central registry series, which includes the primary file block 100 to 999. These records document activities such as executive committee meetings, council sessions, general liaison with other departments, constitutional negotiations as well as records management work between 1965-1983.
Although the files are part of the administration file block, they document a variety of activities that are conducted by headquarters' staff throughout the Department. The files contain documentation such as parliamentary inquiries, constitutional reports, minutes and reports documenting executive meetings, agreements between Manpower and Immigration and other departments, studies relating to program areas and budgeting reports.Additional name(s):Biography/Administrative history:Canada. Financial and Administration Section (Manpower) : The Financial and Administration Section (Manpower) develops and maintains a financial management system to fulfill the needs of the Manpower program by providing financial expertise for Manpower Division managers. Other important functions pertain to financial control and the governmental planning, programming, budgeting system in compliance with governmental, Treasury Board, departmental and divisional policies, systems and procedures. This Section reported to the Financial and Management Service. This Section, originally known as the Management Services Branch was established in 1966, the year the Department of Manpower and Immigration was instituted. In 1974 Financial and Management Services was placed under the Administration Division. This Branch served the Division through three divisions: Accounting and Audit Services; Financial Planning and Analysis Branch, along with the Accounts Receivable and Revenue Service and the Management Services Branch. In 1976 with the establishment of the Department of Employment this division was reorganized. The Branch now served the department through five sections, three of which provide the overall departmental services - Accounting Policy and Financial Systems Division, Accounting Operations Division, Financial Planning and Analysis Division.
