Fonds consists of an account of the unanimous opinions regarding the "Local situation, Soil, Produce, Agricultural Improvements, etc. of this Township", given by 13 resident landowners of the Township of Leeds, who met at Gananoque in 1818, under the presidency of Joel Stone, "for the purpose of answering certain Queries proposed in an Address" from Robert Fleming Gourlay (1778-1863), the Scottish scientific farmer, reformer, and author of the Statistical Account of Upper Canada, Compiled with a View to a Grand System of Emigration (2 volumes, London: 1822). The very comprehensive description of Leeds Township afforded by the inhabitants' replies to Gourlay's 31 queries was presumably composed for his use in compiling his statistical account.

Leeds Township (Upper Canada) : Leeds Township was named after Francis Osborne, fifth Duke of Leeds (1751-1799), who was British foreign secretary, 1783-1791, during the period when Upper Canada was being established and organized. Originally, most of the Township of Leeds (later Leeds and Lansdowne) fell within the District of Luneburg proclaimed in 1788, but some of it lay in the Mecklenburg District. Later, when the districts were renamed in 1792, most of it lay in the Eastern District, while a small part was in the Midland District. When the area was shired in 1792, all of it fell within the County of Leeds, of which it constituted the south western corner, on the St. Lawrence River, adjacent to Frontenac County on its west.

In the general administrative revision of 1798, which became effective in 1800, both the township and the county of Leeds were assigned to the Johnstown District. The townships's chief town, Gananoque, was founded by Joel Stone (1749-1833), a United Empire Loyalist from Litchfield, Connecticut, who received his grant in 1789 and took up residence in 1792. Stone and his son-in-law Charles McDonald (d. 1826) were the township's most prominent inhabitants during its early period of settlement and development.
