He introduces members of several tenants' associations invited to the studio to meet executives of Toronto's Urban Development Institute. The latter declined to appear. Bruce Thomas, tenants' association lawyer, and Richard Steacy, author and real estate agent, discuss legal and economic inequities between tenants and landlords under the existing Landlord-Tenant Act. In footage of pre-taped interviews, Al Borovoy, Civil Liberties Association; Andre Beckerman, Canadian Union of Public Employees and Leon Kumove, social planning consultant, point out the need for legislation that will give legal status to tenants' organizations.
