The Toronto Trades Assembly, the first central labour organization in Canada, was formed early in 1871. It ceased to function during the depression of the latter part of the decade and was re-organized in 1881 as the Toronto Trades and Labor Council. A second labour council was established in Toronto in 1913 for national unions affiliated with the Canadian Federation of Labour. In 1927, following the formation of the All-Canadian Congress of Labour by the merger of the Federation and the Canadian Brotherhood of Railway Employees, this council was re-named the National Labour Council of Toronto.
When the Canadian Congress of Labour was formed in 1940, the locals of the unions affiliated to the Congress of Industrial Organizations joined this council and the name was changed to Toronto Labour Council. In 1950, the Lakeshore Labour Council (CIO) merged with this council and it was re-named the Toronto and Lakeshore Labour Council. With the 1956 merger of the Trades and Labor Congress of Canada and the Canadian Congress of Labour, the two Toronto councils amalgamated under the name Toronto and District Labour Council. In 1968, the name was changed to Labour Council of Metropolitan Toronto in keeping with the reorganization of municipal government.Additional information:General note:The minutebooks, 1887-1921, and the letterbook, 1905-1908, of the Toronto District Labor Council were presented in 1970 by the Canadian Labour Congress (CLC) through Dr. Eugene Forsey. Other minutes were presented by the CLC in 1981.
The chronological files of the Toronto Labour Council were presented by the Labour Council of Metropolitan Toronto in 1973.Dates of creation note:The microfilm reels were filmed by the Archives in 1958, 1970 and 1973 from originals held by the Canadian Labour Council and the Labour Council of Metropolitan Toronto.Exhibitions note:Exhibition Title: Treasured Memories: 125th Anniversary of the National Archives.
