In 1777 he enlisted in the 4th New York Regiment in support of the rebel side of the American Revolution. Pennoyer was discharged three years later. By 1788 he had moved to the province of Quebec where he received a surveyors commission. In 1797 Pennoyer was appointed justice of the peace for Montreal; a post that was renewed in 1799 and 1810. He received a similar appointment for the district of Trois Rivière in 1811, 1815 and 1821. In August 1802 he received 1200 acres in Compton Township and built mills near the falls which were named for him. In 1806 Pennoyer tried to grow hemp and in 1809 the government gave him a salary to promote and grow a crop for five years. Pennoyer also held the rank of captain in the Eastern Townships militia and in 1808 was posted to the 5th Township Militia Battalion. In 1812 Pennoyer became its commanding officer and in 1813 was promoted to major. Pennoyer died 1 December 1825 at Waterville, Lower Canada. LaBrèque, Marie-Paule R. "Pennoyer, Jesse."
