Fonds consists of records including correspondence with Frank H. Underhill, the University of Toronto essayist, Penlington family papers which comprise a log of the sailing ship Silberhorn, and research papers which are made up of correspondence, memoranda, notes and clippings.

The fonds also includes correspondence and memoranda of Eugene Forsey concerning Constitutional questions.

Penlington, Norman, 1908 : Professor Norman Penlington was born in England, but lived in Canada from 1911 to 1943. In Canada he studied history at the University of Toronto under Professor F.H. Underhill and taught for a time at the University of Saskatchewan. In 1943 he emigrated from Canada to the United States and became Professor of Humanities at Michigan State University. He was the author of a number of books, including Canada and Imperialism 1896-99, (1965), September Silence and Other Poems, (1968), and the Alaska Boundary Dispute - A Critical Appraisal, (1972). He edited On Canada, Essays in Honour of Frank H. Underhill (1971). He is presently (1988) Emeritus Professor of Humanities at Michigan State University.
