Fonds consists of memoranda relating to the extension of railways throughout the Maritime Provinces and the efforts of Halifax to obtain a commercial line with the West. Special emphasis is placed on the construction of the Intercolonial Railway and its effects on the Maritime economy.

Milner, William Cochrane, 1846-1939 : William Cochrane Milner, born in 1846 at Sackville, N.B.,, where he attended Mount Allison University before being admitted to the bar in 1870. Throughout his life he was at various times a journalist, a railway promoter, a political organizer, a public servant, and a university lecturer. He wrote numerous articles for newspapers and magazines as well as pamphlets on local history and politics.
