Canada. Civil Service Board : The Civil Service Board was established by the Civil Service Act 1868 (31 Vict., c. 34, s. 25). Following the recommendations of a Royal Commission, the Civil Service Act was the first act to regulate the civil service after Confederation - and was modelled on the Civil Service Act of the United Province of Canada, 1857 (20 Vict., c. 24). The Act of 1868 established a Civil Service Board composed of any 5 of 14 designated senior Deputy Ministers of the time on a rotational basis. The Board was responsible for examining Ministers' nominees and, if found satisfactory, for appointing them. The service was divided into five categories - deputy heads and four groups of clerks. Among the duties of the Board were the issuance of certificates of qualification and the keeping of records for civil service appointees. Even if the board was required to oversee the appointments to the various positions, it did not have the power to appoint. Appointments to positions in the civil service were still made by ministers and the long established system of patronage still prevailed. Many civil servants took an active part in politics and none were formally protected from dismissal after an electoral defeat. Examinations were taken, if at all, after appointment, and candidates who failed were given second and third chances. Between 1875 and 1880 the Civil Service Board, which was formally responsible for assessing the qualifications of the candidates, examined only one case.
