Little of Canada Ltd., a research, engineering and management consulting firm; and J.W.E. Mingo, Chairman of the Port of Halifax Commission. Topics discussed include the economic problems of maritime ports resulting from winter navigation; and the future of north shore developments in navigation systems. Footage includes: graphic illustration of the shipping trade routes of the St. Lawrence; shots of various methods used to keep the St. Lawrence open in the winter; the progress of an oil tanker travelling through winter waters; Montreal's deep-sea terminal in the summer; and stills of closed river ports in the winter.
