Harry J. Boyle, Chairman of the Canadian Radio-Television Commission, introduces this program about a motion before the House of Commons to broadcast parliamentary proceedings. Footage of broadcasts and commentary by experts explore the importance of live television coverage. Charles Lynch, President of the Parliamentary Press Gallery, comments that live coverage is a more direct link between government and the public. United Nations officials Olof Rydbeck of Sweden, Bradford Morse of the United States, and Ivor Richard of Great Britain, describe the debate surrounding the implementation of parliamentary broadcasts in their countries. Dr. John Chapman of the Department of Communications Space Program explains current and future tchnology with the use of satellite models. Director of CBC-TV information programming Knowlton Nash, communications educator James Hanly, and CBC producer Cameron Graham point out the educational and program potential of parliamentary broadcasts. Includes footage of the Canadian House of Commons, the Swedish Parliament, the United Nations, and the U.S Senate. To conclude, Boyle discusses the importance of television systems to Canadian unity.
