This public affairs program hosted by Warner Troyer records highlights of the 5-day Constitutional Convention of the Canadian Labour Congress (CLC) held in May 1968 at the Canadian National Exhibition grounds in Toronto, Ontario. Footage of participants includes: Canadian Director of the United Steelworkers of America, William Mahoney; President of the Seafarers' International Union of Canada (SIU) Leonard "Red" McLaughlin; Executive Vice-President of the CLC William Dodge; and President of the Quebec Federation of Labour (QFL) Louis Laberge. Debates focus on the issues of re-admission of the SIU into the CLC, opposed by many because of terrorist tactics under former SIU leader Hal Banks; and the QFL struggle for greater autonomy within the Confederation of National Trade Unions (CNTU). Romeo Mathieu's election as Executive Vice-President of the QFL is viewed by many as a partial defeat. Larry Zolf interviews a delegate who voted for Gerard Rancourt instead of Mathieu. Zolf also interviews McLaughlin about the SIU victory. Additional footage includes a speech by Tommy Douglas, leader of the New Democratic Party of Canada. <30mn>
