Alexander Brown. Film footage of "To Be Black in Philadelphia" includes: black ghettos; demonstrations against slum landlords; a neighborhood rat control project; a child with lead poisoning; doctors examining charts indicating that heaviest areas of rat bites are in ghetto areas; housing developments; integrated suburban areas; black children being 'bused' to schools outside their neighborhoods; and blacks working with whites in the army and the police force.
