In a prologue, Warner Troyer describes the long friendship and backgrounds of Quebec politician René Lévesque and economist Eric Kierans, who differ radically in their views on the issue. During an in-studio discussion hosted by Troyer, Lévesque insists his concept of Quebec as a country in its own right is economically and politically viable, while Kierans expresses his conviction that the separation of Quebec from Canada would negate the basis of confederation and isolate Quebec, rendering it vulnerable to domination by the United States and Canada. Other aspects discussed include: preservation of Quebec's cultural heritage; the effect on trade; and the positions of Quebec's Union Nationale and Liberal parties.
