First television documentary program of a four-part series, offers a portrait of Mitchell Hepburn, one of Canada's outstanding provincial premiers of the thirties. Host and narrator, Prof. John Saywell of the University of Toronto, follows the progress of Hepburn's early popularity amongst the working class and farmers, as leader of Ontario's Liberal Party; his rise to the premiership; his sudden shift to the right in his opposition against the CIO (Congress of Industrial Organizations) in the Oshawa General Motors' strike in 1937; and the decline of his power. Saywell also interviews Hepburn's widow; friends Archie Coulter (an Elgin County farmer) and Colin Campbell; Senator David Croll (who was Hepburn's Minister of Labor at the time of the G.M. strike); Malcolm Smith (a G.M. plant worker at the time); and Tom Keith (a former editor of a St. Thomas paper). Includes archival photos and footage showing scenes of the depression years; Hepburn and other political men of the thirties. <30mn>
