This special broadcast, pre-empting regular programming, consists of live coverage of René Lévesque, Parti Québécois leader, addressing the Economic Club of New York. Reporter Richard Inwood notes the importance of this speech, delivered a couple of months after the Parti Québécois acquired power in November 1976. Inwood discusses the issue of Québec separatism with Jean-Paul Le Tourneau, Chamber of Commerce, Québec, and Claude Beauchamp of the newspaper "Le Soleil". Lévesque is introduced by James W. Davant, Chairman of the Economic Club in New York. In his speech Lévesque links the Party's aim of political sovereignty association with the American struggle for independance (1775-1783). Québec's "quiet independence", he claims, will involve a referendum on sovereignty association; positive economic relations with Canada and the United States; and the encouragement of private enterprise and foreign investment. Shots of club members include: Jacques Parizeau, Minister of Finance and Revenue (Québec); Donald S. McNauton, Chairman, Prudential Insurance Company of America; David Rockefeller, Chairman of the Chase Manhattan Bank; Claude Morin, Minister of Intergovernmental Affairs (Québec); and Guy Joron, Minister of Energy (Québec).
