This sub-series consists of the Right Honourable Stephen J. Harper's briefing documentation for the Planning and Priorities (P&P) Committee and the Cabinet Committee on National Security (CCNS). Both committees were chaired by the Prime Minister. Contemporary accounts describe the roles of each committee as follows: P&P "ratifies strategic direction on government priorities and expenditure management, ratifies committee recommendations and approves appointments"; and CCNS "provides broad strategic direction for security and foreign policy related to Canada's national interest, and oversees Canada's national security response activities."
