Sub-series consists of the formal advice sent to Prime Minister Stephen Harper; copies of his annotations, decisions, and notes; and various tracking documents used to monitor the flow of information to and from the Prime Minister.

The Prime Minister received regular advice from the Privy Council Office (PCO), Prime Minister's Office (PMO), and others via a "notes" process overseen by the Office of the Prime Minister - Deputy Chief of Staff unit. Each working day, the Prime Minister was sent PCO notes produced under the Clerk of the Privy Council's signature. These were intended to provide the Prime Minister with non-partisan background information and advice on most matters of importance facing the Government of Canada. Incoming PCO notes were reviewed by PMO unit heads. Whereas routine PCO notes could be routed directly to the Prime Minister's "night file" (memos, letters, and notes to be reviewed), notes dealing with broader issues were often assigned to PMO staff so that an additional memo laying out political advice or contrasting opinions could be prepared. Speeches, event proposals, Conservative Party of Canada memos, PMO memos unrelated to PCO notes, and other items were also filtered through the notes process. The Prime Minister reviewed the assembled advice on a daily basis, added marginal notes and comments by hand, and then returned the night file to his support staff as "returns."

PMO staff also maintained a series of tracking sheets. These were used to monitor the status of all notes and memos; for statistical purposes (e.g., estimates of the volume of information flowing to the Prime Minister); and to let the Prime Minister know which notes he should hold in his possession until he had received other advice.
