Sub-series consists of electronic records, mainly emails, documenting the appointments made to the Security Intelligence Review Committee (SIRC). SIRC is an independent, external review body that reports to the Parliament of Canada on the performance of the Canadian Security Intelligence Service (CSIS). SIRC examines CSIS operations and investigates complaints to ensure that the extraordinary powers given to CSIS are being used legally and appropriately. The Prime Minister of Canada is responsible for SIRC. The Committee consists of up to five appointed members serving a fixed five-year term.
The first part of this sub-series comprises a file titled "General", which shows the process of PMO Appointments staff in researching candidates and making appointment recommendations to the Prime Minister. The sub-series includes the following material: correspondence from the interim SIRC chair; correspondence with opposition House leaders; lists of candidates; talking points for phone calls with candidates; backgrounders, biographies and press releases announcing nominees, and drafts of each; and a list of memos to the Prime Minister pertaining to SIRC appointments. There are several spreadsheets documenting: candidates, names of former police, the Advisory Committee on National Security, and SIRC membership since its establishment.
The sub-series also contains a folder of emails, titled "Recommendations and Ideas", which consists of emails and attachments recommending candidates for SIRC. Several of these emails consist solely of the names of candidates that the Director of Appointments emailed to himself. Caucus members also sent recommendations and brief justifications; these emails include attached CVs, biographies, letters of interest, and news articles. Other emails from Appointments staff include: lists of potential places to look for candidates, shortlists of candidates, links to candidate information, comments on particular candidates, comments on the field of candidates and the fulfillment of established appointment criteria and priorities, a draft memo to the Prime Minister, and a memo to the Minister of Infrastructure about SIRC nominations.
