MacNeill, James, 1928-2016 : James William (Jim) MacNeill (born Mazenod, Saskatchewan, 1928; died Ottawa, 2016) was a Canadian public servant, environmentalist and author who helped to formulate the concept of "environmental sustainability."

Mr. MacNeill had a long and varied career. After earning a degree from the University of Saskatchewan, he served in the Saskatchewan government of T.C. Douglas and, from the mid-1960s, held several senior positions in the federal civil service, including as deputy head of Ministry of State for Urban Affairs (MSUA). During his appointment as the Special Advisor on the Constitution and the Environment in the Privy Council Office, he wrote an influential book entitled "Environmental management."

He was appointed by Prime Minister Pierre Trudeau to act as Canadian Commissioner General for the United Nations Conference on Human Settlement (Habitat 76). He then moved towards environmental concerns and international organizations, serving as the Director of Environment for the Organization for Economic Cooperation and Development (OECD) (1977-1984). In 1984, he became Secretary General of the World Commission on Environment and Development (WCED). He was a principal contributor and architect of the report "Our common future" (known as Brundtland Report, after Gro Harlem Brundtland the then-chair of the WCED), which argued that the environment and economy could be developed together; "sustainable development" was a revolutionary concept at the time. He continued his professional career with the World Bank and other international organisations, and served as a board member or advisor for many Canadian and international organizations in the fields of environmental sustainability and economic policy.

He received multiple awards, including honorary degrees from several Canadian universities, civic awards from the city of Paris and from the King of Sweden, and a lifetime achievement award from Environment Canada. He died in 2016.
