CPAC's Leaders' Tour follows the party Leaders as they campaign across Canada leading up to the federal election on January 23, 2006. In Vancouver, Conservative Party Leader Stephen Harper discusses his party's public transit plan. He says the focus must be on encouraging ridership, and so the Conservative Party will offer a direct incentive in the form of a tax credit that riders may claim on the cost of monthly transit passes. This will help reduce traffic congestion, smog, and greenhouse gases, and can amount to a few hundred dollars in savings per rider. After his announcement, Harper responds to reporters. In Montreal, Liberal Party Leader Paul Martin denies the alleged leak from the Finance Minister's office prior to Finance Minister Ralph Goodale's income trust announcement a few weeks earlier, and says Goodale will not be resigning. In Toronto, NDP Leader Jack Layton comments on the Boxing Day shootings in Toronto, in which a teenager was caught in the cross-fire of a gunfight and killed, and six others were injured. He stresses the need for a witness protection program to break the ramparts of fear criminals hide behind; a victims assistance program; tougher border controls on the import of illegal firearms; tougher sentences for firearm offences; and integrated, timely, effective anti-gang policing, prosecution and sentencing. He also comments on the newly announced RCMP investigation into the alleged leak from the Finance Minister's office, and calls for Goodale to step away from his duties. He responds to reporters after speaking. In Bedford, Que., Martin praises Liberal MP Denis Paradis' work in negotiation for supply management in Hong Kong, and argues that Canada's strong economic record means it is easier for young people in Quebec to find a job, or for families to purchase a house.
