CPAC's Leaders' Tour follows the party Leaders as they campaign across Canada leading up to the federal election on January 23, 2006. In Saint John, N.B., Liberal Party Leader Paul Martin announces the next steps the Liberals will take toward a permanent, nation-wide system of early learning and child care. He describes what has been accomplished so far, and says that because the early child care community has asked for a long term commitment from the government, the Liberals will commit to making their child care program permanent. To this end, if elected they will immediately announce the financing of the program through to 2015, which will include funding of at least $6 billion over 5 years, beginning in 2009. Martin responds to questions after the announcement. In Petty Harbour, N.L., Conservative Party Leader Stephen Harper outlines the Conservatives' fisheries plan, which involves transferring more control in the management of fisheries to the provinces, and investing more in fishery science and research, among other things. He promises that the Conservatives will return local marine and aviation weather forecasting to the Gander Weather Centre. He also reacts to Martin's child care funding announcement by saying that he prefers a plan that gives money to parents, rather than transferring it from politician to politician. In Montreal, NDP Leader Jack Layton explains why the NDP are the best choice for Quebec. He comments on the United Nations Climate Change Conference, and outlines the NDP's plan for the environment. This includes strict legislation with respect to air quality, in order to reduce greenhouse gas emissions by 25% by 2020, and strict legislation for water quality. He responds to questions. In Montreal, Bloc Quebecois Leader Gilles Duceppe says he is hoping for a decree from the Prime Minister to ban certain types of guns. He also discusses the election campaign so far, and comments on the Conservatives' healthcare proposals. <58mn 30s>
