CPAC's Leaders' Tour follows the party Leaders as they campaign across Canada leading up to the federal election on January 23, 2006. In Saint John, N.B., Liberal Party Leader Paul Martin announces the next steps the Liberals will take toward a permanent, nation-wide system of early learning and child care. He describes what has been accomplished so far, and says that because the early child care community has asked for a long term commitment from the government, the Liberals will commit to making their child care program permanent. To this end, if elected they will immediately announce the financing of the program through to 2015, which will include funding of at least $6 billion over 5 years, beginning in 2009. In Petty Harbour, N.L., Conservative Party Leader Stephen Harper outlines the Conservatives' fisheries plan, which involves transferring more control in the management of fisheries to the provinces, and investing more in fishery science and research, among other things. He promises that the Conservatives will return local marine and aviation weather forecasting to the Gander Weather Centre. He also reacts to Martin's child care funding announcement by saying that he prefers a plan that gives money to parents, rather than transferring it from politician to politician. He also speaks in Fredericton, N.B. In Montreal, NDP Leader Jack Layton says that the NDP respects the unique language and culture of Quebec, and doesn't insult Quebecers' intelligence by trying to buy their votes like the Liberals. He says Martin ignores Quebec's values, and the Liberal culture of entitlement has damaged federalism. He also criticizes the Liberals' environmental record in regard to greenhouse gas emissions, and then elaborates on what NDP MPs have and will accomplish in Parliament. Speaking in Montreal, Bloc Quebecois Leader Gilles Duceppe says he is hoping for a decree from the Prime Minister to ban certain types of guns. He also says the Liberals are desperate and are trying to remove the sponsorship scandal from voters' minds, but Quebecers won't forget it. The Liberals have lost the moral authority to govern, and must be punished on election day. The Bloc will invest in education and in support for seniors and workers who have lost their jobs. He wants a Quebec that is financially solid, but also has solidarity. <58mn 30s>
