CPAC's Leaders' Tour follows the party Leaders as they campaign across Canada leading up to the federal election on January 23, 2006. In this episode the four party Leaders speak individually in Ottawa. Prime Minister Paul Martin announces that the other parties have forced an election, to be held on January 23, 2006, with a vote of no confidence in the House of Commons. He criticizes their judgement and timing, and points to what his government has accomplished, which includes investing in health care and working to implement the New Deal for Cities and Communities. He emphasizes Canada's strong economy under Liberal government, and says he wants Canadian society to be generous and open, and never abandon the values on which it was built. He explains that the other parties' Leaders have different views: Jack Layton and the NDP think the government should do everything, Stephen Harper and the Conservative Party see no role for the government, and Gilles Duceppe and the Bloc Québécois only want to divide the country. Conservative Leader Stephen Harper says this election is the beginning of the end of a tired, directionless, scandal-plagued government, and the start of bright new future for Canada. The Liberals have created a culture of entitlement and corruption, and help only themselves, but the Conservatives will bring accountability to Ottawa. He discusses the Conservative Party's plan for the country, called “Stand Up for Canada,” and introduces the current and future Conservative MPs for the Ottawa area. NDP Leader Jack Layton claims that the Liberal government stopped Parliament from working, but with NDP MPs, Parliament can work for the people again. He praises the accomplishments of Ottawa Centre NDP MP and former NDP Leader Ed Broadbent; praises the changes the NDP made to the 2005 budget; compares the Liberal Party's promises with what they actually accomplished; and says that the election is wide open. Finally, Bloc Quebecois leader Gilles Duceppe says the Gomery Report confirmed the worst fears about the Liberals and their culture of entitlement, and urges voters to punish the Liberal Party on election day by showing that corruption isn't acceptable in Quebec. The Bloc Quebecois will continue to defend Quebec's interests, and while they will talk about sovereignty, they will also focus on other election issues. After his speech, Duceppe takes questions from reporters. <58mn 30s>
