Paul Cellucci, the former U.S. Ambassador to Canada, gives a speech at the Speakers Forum in Toronto on the topic of Canada-U.S. relations and the inner workings of the Bush administration's foreign policy. Cellucci begins by stating that as a superpower, the United States is criticized when it doesn't act, and is also criticized when it does. Despite not always being right in its decisions, the U.S. is a force for good in the world. Cellucci admits that the U.S.'s image has taken a hit over the decision to go to war in Iraq, but maintains that it seemed like the best decision at the time. To maintain a good image, it is important that American diplomats speak out and explain the U.S.'s actions to the people of Canada and other countries. It is also important for Canadian diplomats, such as Canada's Ambassador to the United States Frank McKenna, to break into the American news cycle and inform Americans about Canadian issues. The U.S.-Canada relationship is very important, and it is mostly very good, although this does not always seem to be the case because the press tends to focus mainly on the disagreements and tensions within it. Cellucci does not believe there is any stress or strain that will ever have any lasting impact on this relationship, because the U.S. and Canada are too dependent on each other. He discusses the need to combat terrorism, and explains that the threat of terrorism is perceived as much more real and immediate in the U.S than it is in Canada, and this can lead to a difference in policies. It is critically important that law enforcement and intelligence agencies in both countries continue to work together every day. Trade is also a critically important aspect of the relationship, and many jobs in both countries are dependent on it working. In terms of the softwood lumber dispute, he advises negotiation rather than retaliation. He believes that incrementally, Canada and the U.S. will continue to integrate, with such measures as free trade for individuals and more labour mobility. He concludes that Canada and the U.S. are much more alike than they are different, and must continue to work together to create freedom and stability in the world and particularly in the Middle East, both because it is the right thing to do and because it will hopefully decrease the terrorist threat.
