The files in file classification block 51 appear to be linked broadly to issues of interest to the Minister, including Indian Affairs, Multilateral Trade Negotiations, the Northern Pipeline and Public Service. The issues were significant, and these files shed light on how they were perceived and treated inside of government. Informational material, reports, correspondence and memoranda provide a rich research source on these issues. Electoral operations and reform was a significant matter, including files on the Chief Electoral Officer, on Election Expenses, on Returning Officers and on the Canada Elections Act. In addition, there are also files on Conflict of Interest, the Northern Pipeline and the Public Service. Television in the House was discussed at this time, as were First Nations' rights and land claims, coming into their own as major policy issues at this time.

While the file classification code has not been verified, the block seems to hold files on significant issues which were the object of study and became the subject of Legislation. These Code 51 files are certainly a sub-set of Code 50, as certain subjects, such as Redistribution and Electoral reform, can be found under both codes. The archivist provided the title for this sub-sub-series based on the content of the files.
