Finance Minister Ralph Goodale speaks to the Economic Club of Toronto about how the federal government is positioning Canada to remain successful in the global marketplace by boosting the productivity of our economy to ensure that we maintain a prosperous and secure nation that can offer a high quality of life. He begins by acknowledging that Toronto is a driving force in the Canadian economy, and that in order for Canada to be successful, it is crucial that Toronto works. To ensure this is the case, the New Deal for Cities and Communities will provide substantial new funding to Toronto for infrastructure and public transit, and a new agreement with Ontario will provide more funding for education, skills training, and labour market integration for newcomers. The overall productivity of the economy will be boosted, Goodale states, by increased government investment in three areas: physical capital, which includes the deployment of technology as well as public infrastructure; human capital, specifically skills training and higher education; and innovation to develop and commercialize new products and services to keep Canada ahead of its global competitors. He elaborates on each area, then discusses the importance of fiscal responsibility and describes the measures taken to provide Canadian businesses with a fair, efficient and competitive tax system. Goodale concludes by stating that in order to have the Canada Canadians want, there must be a truly excellent Canadian economy, characterized by world-calibre productivity growth which sets the pace for others to admire.
