"PRANS" is an electronic navigation device for ships operating in confined waters. It provides the navigator with high accuracy positioning information, in the order of 150 cm, and is based on the processing of signals received by conventional shipboard radar from predetermined shore-based passive reflectors. The software program in the system contains coordinates of the reflectors and the various course lines for a given area and, by means of "gateing" techniques, can identify the passive reflectors from the surrounding clutter. The device is intended to provide a safe, all-weather, reliable, accurate and automatic positioning of the ship “conning” system for mariners in waters such as the St. Lawrence Seaway. The system has the potential to expedite vessel transits, thereby increasing carrying capacity of the waterway, vessel utilization and safety of marine operations. PRANS was selected for evaluation over other distance measuring and positioning equipment (DME) because it utilizes the on-board radar with which all vessels are already equipped. Additionally the use of passive reflectors instead of active transponders offers a number of alternative operational possibilities that are otherwise impractical. Passive reflectors cost a small fraction of the price of active transponders; they are relatively immune to damage other than by severe weather and vandalism; and they are non-saturating and almost maintenance free. Because of their ruggedness and law cost, these reflectors can be permanently installed on the shore, and are visual navigation aids. The trials were performed in a section of the St. Lawrence near Prescott, Ontario, using passive retro-reflectors situated on both the Canadian and US sides of the waterway, with the PRANS installed on the M.V. Rosemary, a small vessel supplied for this purpose.
