This sub-series relates to interparliamentary activities involving Parliamentary Associations, Interparliamentary Groups, Friendship Groups and the international forums in which they are involved. The Inter-Parliamentary Union (IPU), a multilateral Parliamentary Association, has its own sub-series, though some material here relates to it.
In his parliamentary career, Marcel Prud'homme listed among his accomplishments the creation of 22 interparliamentary groups. Prud'homme was committed to promoting dialogue across political parties and countries, and supported that through his involvement with interparliamentary associations and groups. Most prominently represented in this sub-series are the Asia Pacific Parliamentary Forum (APPF), the Association internationale des parlementaires de langue française, the Canada-Arab World Parliamentary Association, and the Canada-Russia Parliamentary Group; Prud'homme was a member of the executive committee of the latter two groups.
Parliamentary associations represented in this sub-series include the following bilateral associations: the Canada-China Legislative Association, the Canada-France Inter-Parliamentary Association, the Canada-Japan Inter-Parliamentary Group, the Canada-United States Inter-Parliamentary Group, and the Canada-United Kingdom Inter-Parliamentary Association. Multilateral associations represented include: the Canada-Europe Parliamentary Association, the Canadian NATO Parliamentary Association, the Canadian Branch of the Assemblée parlementaire de la Francophonie, the Canadian Branch of the Commonwealth Parliamentary Association, and the Canadian Section of ParlAmericas (previously known as the Inter-Parliamentary Forum of the Americas - FIPA). The Canadian Group of the Inter-Parliamentary Union and the Canadian Delegation to the Organization for Security and Cooperation in Europe Parliamentary Association are also multilateral associations and can be found in the sub-series Inter-Parliamentary Union.
Interparliamentary Groups (officially recognized by Canadian Parliament but which receive no funding) represented in this sub-series include the Canada-Germany Interparliamentary Group. Numerous Friendship Groups are represented in this series. Note that Prud'homme used "group" and "association" interchangeably in file names, and some of these organizations may have changed in title or Parliamentary designation over the years. A number of these organizations, particularly some of the Parliamentary Friendship Groups, have since ceased operation.
The Asia Pacific Parliamentary forum (APPF) is a forum for national parliamentarians of the Asia Pacific region to discuss matters of concern and to promote regional coopration. The group is a branch of the Asia-Pacific Economic Cooperation (APEC). The first Prepatory Meeting was held in Singapore in August, 1991, with Canadian parliamentarians in attendance. At the 1993 Inaugural Meeting in Tokyo, the Tokyo Declaration was formally adopted, officially establishing the APPF as an inter-parliamentary organization. The fifth Annual Meeting was held in 1997 in Vancouver, Canada. This series contains files on various meetins of the APPF from 1991 through 2004. Note that various Canadian Parliamentary Associations have been involved with the APPF.
The Association internationale des parlementaires de langue française (AIPLF) was founded in May 1967 to unite in an interparliamentary association, parliamentarians of every country where French was spoken. During the 17th General Assembly in Paris in July 1989, the AIPLF became an "Assemblée" rather than an "Association." In July 1998, the AIPLF adopted the name Assemblée parlementaire de la Francophonie (APF). This series contains files from the Canadian Branch of the AIPLF during the late 1970s and 1989 through the early 1990s.
There are a few files from the ASEAN Inter-Parliamentary Organization (AIPO, renamed ASEAN Inter-Parliamentary Association in 2007), documenting a Senate delegation to AIPO in Kuala Lumpur, Malaysia in September 1993.
Material in sub-series consists of conference and forum documents, international travel and visits to Canada, agendas, reports and itineraries. At the end of the series are a group of files relating generally to the oversight and organization of Parliamentary Associations and Groups, including reports authored by Prud'homme.
