This sub-series consists of numbered Canadian International Development Agency memoranda sent to Minister Allan J. MacEachen in 1983 and 1984. The documents relate to the role Canada plays in delivering aid to countries in need or in sponsoring economic development programs. This sub-sub-series is mostly made up of memoranda asking the Minister for his agreement on subsidizing projects that may help the development of a country that is considered of interest for Canada. Most of the information is fairly mundane and administrative, but there are a few files that cover sensitive subjects. Most notably, one memorandum discusses whether Canada should keep offering bilateral aid to the Haitian dictatorship of Duvalier or shift toward providing indirect aid via Non Government Organizations (NGOs). Another memorandum for the Minister contains information on the Agency's decision to not renew a contract with NGO, the Service universitaire canadien outre-mer, in 1983.
