The records in this series are of a technical nature. There are files on House of Commons committees, especially from the Special Committee on Procedure and Organization. Other files can be found on points of privilege in the House, referring bills to committees, motions and amendments, rules of debate and the setting up of House committees. There is also a manual of Government Procedure. As can be seen from the nature of these files, they all deal with the mechanics of the operations and management of the House, Allan J. MacEachen's primary responsibility as President of the Privy Council.

Arrangement note:

As with almost all of MacEachen's materials, the archivist was constrained in organizing the records in this series by the manner in which his office maintained them, and then delivered them to Library and Archives Canada. The records in this series, which were maintained together in MacEachen's office, span four ministries, and have been so left as a unit. The archivist deduced the title of this sub-series from the nature of the records themselves. While they do span four ministries (Labour, National Health and Welfare, Manpower and Immigration and Acting President of the Privy Council [in 1968]), it seems that they are chronologically clustered around 1968, when MacEachen was actually acting as President of the Privy Council. Moreover, in their nature, they are very much House of Commons procedure-oriented.
