The Blue-Tabbed Files indicated no internal ordering as the files were not arranged in any discernible alphabetical, thematic or chronological order. Hence the archivist felt free to arrange them in the best logical presentation. Consequently they were split into two runs. Sub-series 3 holds Blue-Tabbed Files of a more general nature, addressing a variety of concerns. Sub-series 4 holds Blue-Tabbed Files grouped by obvious subject clusters. As indicated above, the blue-tabbed files must have been a logical run maintained by someone for some purpose. While it is not entirely clear which MacEachen staffer created and managed the record, and what its ultimate purpose was, the tabbing does suggest an original order, and hence these files were arranged together in this sub-series.
