Allan J. MacEachen served as Secretary of State for External Affairs for the second time, from September 1982 to June 1984. During his second term, most significantly, MacEachen participated in the signing of the Law of the Sea Convention in 1982. Previously, in his earlier position as Minister of External Affairs, MacEachen had played an important role in formulating this convention. This series includes the following four sub-series: Incoming Departmental Correspondence; Outgoing Departmental Correspondence; Minister's Diary Copies; Aggregated Files.

Files and documents that were in some instances created in this office have been moved forward are found in the Series X, Secretary of State for External Affairs/Ministry of Finance and Series XII, Deputy Prime Minister/Secretary of State for External Affairs series. Taken together these three series give an overall view of the organization and operation of the office of the Minister, the major issues of the day, well as the more mundane day-to-day concerns and responsibilities of the Minister and his staff.
