Allan J. MacEachen was Minister of Finance from March 1980 to September 1982. These records highlight MacEachen's position and responsibilities during this time period. As Finance Minister, MacEachen was responsible for preparing and presenting the federal budget, but was also broadly responsible for managing federal government finances, proposing bills relating to the management of the public service, negotiating international trade and financial agreements and exercising other powers as authorized by the department's enabling legislation. While all of these various functions and responsibilities of the Minister are manifested in the records of this series, it is the budget of 1982 that is particularly highlighted in this series. This was MacEachen's most notable budget and ultimately led to his downfall as Minister of Finance. Throughout these files, there is documentation on the reasoning behind the budget and the backlash that followed after the budget was introduced. This series includes the following ten sub-series: Departmental Diary Copies; Departmental Diary Copies (Constituency); Minister's Original Memoranda; Memoranda to the Minister; Minister's circulation Memoranda; Coded Files; Aggregated Files; Working Files; Cabinet Material; and Briefing Books.

Arrangement note:

The arrangement structure of this series is largely based on the date range of the material, corresponding to the period of time that MacEachen was Minister of Finance. The sub-series are then differentiated on the basis largely of record type, separate sub-series being created for diary copies, memoranda to the Minister, coded files, cabinet materials and briefing books. The other two sub-series in this series, the aggregate files and the working files were arranged by the archivist on the basis of date range and the fact that the subject of the files related to financial matters, such as the federal budget, international development organizations and financial summits.
