This series corresponds to the period when Allan J. MacEachen held the Office of the President of the Privy Council for the third and final time, this following his first stint as the Secretary of State for External Affairs from 1974 to 1976. During this period, he was also House Leader (1976-1979) and the Deputy Prime Minister (1977-1979). It is generally accepted that MacEachen did not particularly want to give up his post as Secretary of State for External Affairs, but was persuaded to return to the Privy Council appointment only if he was also appointed Deputy Prime Minister (Current Biography, April 1983, Volume 44, no. 4, p. 17.). During this third term as President, MacEachen was again responsible for the delivery of the Liberal Government program and, as with the other President of the Privy Council series, this series is also well-seasoned with records from the offices he held concurrently, the Deputy Prime Minister's Office and the Office of the House Leader. The series is composed of twelve sub-series: Cabinet Papers, Press Releases and Speeches, Coded Files, House of Commons, Legislative Secretariat, Pearl Hunter Working Files, Pipeline, Correspondence and Various Files, Temporary Files as Deputy Prime Minister, Ledgers, Agendas and Trips, Constituency - Canada Works Program Files and Multi-Lateral Trade Negotiations.

Arrangement note:

This series is not nearly as voluminous or fulsome as the records in Series VI - President of the Privy Council II and III, 1970-1979, and indeed, its modest size is based on the fact that it is essentially the rump left over after the massive run of coded subject files had been arranged in Series VI. The archivist has arranged this series and sub-series in a similar fashion to how the records were arranged in the two other President of the Privy Council series, in accordance to content and chronology, grouping records of a similar kind together, within the 1976-1979 date range.
