Allan J. MacEachen was Secretary of State for External Affairs from 1974 to 1976 and again from 1982 to 1984. At the time that MacEachen was Minister, External Affairs' role, according to the Canadian Dictionary, was to "foster economic growth, safeguard sovereignty and independence, work for peace and security, promote social justice, enhance the quality of life, [and] ensure a harmonious natural environment." It was also a time when Canada was developing ties with new international trading partners, a period that also coincided with growing tensions between Canada and the United States.

This series reveals the operations of the Department of External Affairs as a whole and more specifically the Office of the Secretary of State for External Affairs from 1974-1976. This series includes the following sub-series: Working Files; Visits and Trips; Trips, Events and Informational Materials; Cabinet Material and Minister's Diary Copies. The sub-series Trips, Events and Informational Materials includes three sub-sub series: Coded Files; Subject Files and Briefing Books.

Canada's external relations are highlighted in files on nuclear relations, particularly with India and Pakistan, NATO, the Vietnam War and Vietnamese refugees, Canadian /American economic and defence relations, NORAD, Canadian International Development Agency and Middle East relations. The documents in this series reflect the daily operations of the Office of the Secretary of State, including the issues of the day, as well as the inner workings of the Minister and his staff.
