Photo backing includes signatures of committee members. Chairman of the committee was Herman Batten (Lib). The members, reading clockwise, were: Waldo Montieth (Cons), Leo Cadieux (Lib), Reynold Rapp (Cons), John Mtheson (Lib), Reid Scott (NDP), Raymond Langlois (Creditiste), Joseph Maculuso (Lib), Hugh John Flemming (Cons), Marcel Lessard (Cred), David Pugh (Cons), Margaret Konantz (Lib), Grant Deachman (Lib), J.E. Dubé (Lib), Theo. Ricard (Cons); extreme right, committee secretary, Maxime Guitard.

The Canadian flag was first raised on February 15, 1965. It was proclaimed after a summer long debaqte in the House of Commons and weeks of deliberation by a special committee of the House. The photo shows the flag committee at work, surrounded by hundreds of flag designs voluntarily submitted to Parliament by Canadian citizens. The blue-barred flag was the favorite of Prime Minister Pearson. The red-barred flag with insets of the Union Jack and Fleurs de lis was the semi-final choice of the committee.
