Accession consists of records created or maintained by the Office of the Assistant Deputy Minister (ADM) for Industrial Policies of the Department of Industry, trade and Commerce (ITC). Reporting to the ADM for Industrial Policies were various areas responsible for the research, analysis, and development of departmental policies and guidelines.

Due to changing organizational structure of ITC, records cover activities related to the Office of Science and Technology, the Office of the Senior Policy Advisor (including its Policy Coordination Unit), and for some later records, the Special Programs Unit of the Business Services Branch.

Subjects include an evaluation of the Technological Innovation Studies Program (TIPS), and correspondence relating to the Anti-Dumping Act and the Combines Investigation Act and their impact on ITC.
