Ces documents sont principalement composés de correspondance, même si, comme pour la sous-série précédente, de nombreuses coupures de presse sont insérées de même que quelques pièces informatives. Contrairement à la correspondance nominative, qui contient un certain nombre d'échanges de lettres avec M. Clark, celle de cette série est faite d'échanges uniques (envoi et réponse). Pour ce qui est de la forme organisationnelle, cette correspondance a été laissée en tranches chronologiques d'un an, car elle a été gérée par le bureau de M. Clark.
Cependant, comme pour la correspondance nominative, la présente sous-série ressemble à un registre national de circonscription où des Canadiens de partout au pays écrivent à M. Clark, dans certains cas pour demander son intervention en leur nom au sujet d'une requête personnelle touchant des politiques gouvernementales ou de problèmes avec des instances gouvernementales, ou pour exprimer leur opinion sur des politiques nationales, ou encore pour formuler des commentaires sur le Parti progressiste-conservateur ou le leadership de M. Clark. Ce dossier montre la réponse de M. Clark dans ces cas où il a soit travaillé au nom d'un correspondant, ou soit expliqué les principes, les politiques et les pratiques du Parti progressiste-conservateur.
La présente sous-série jette de la lumière sur les questions et les enjeux qui préoccupaient les Canadiens à l'époque : la gouvernance des Premières Nations, les niveaux de rémunération des députés, la réforme pénale, les affaires extérieures, le contrôle des armes à feu, la position du Canada sur la question irakienne, les questions de justice, la sécurité aérienne, les besoins des pensionnés, etc.
L'aspect le plus important de la présente sous-série concerne les éclaircissements qu'elle fournit sur la situation du Parti progressiste-conservateur, dont la survie même était en cause. Cette correspondance révèle les points de vue des Canadiens moyens, dont un grand nombre appuyaient le Parti progressiste-conservateur, ainsi que leur vision de la politique, du parti et de son chef. Elle contient leurs critiques du parti et de son chef de même que des suggestions sur la façon de continuer de se battre jusqu'à la prochaine élection. On y lit aussi des commentaires sur la difficulté croissante que représentait le Parti réformiste et l'Alliance canadienne, situé beaucoup plus à droite, dans le processus de déplacement politique qu'il imposait au Parti progressiste-conservateur. Il s'agit d'une vue transversale intéressante de l'esprit de l'électorat à un moment où les signaux changent dans le paysage politique du Canada.
