Succédant à Mousseau comme Premier Ministre il inaugure le règne des ultramontains conservateurs au pouvoir. Son mandat ne se remarque que par la fin des déficits budgétaires de la province de Québec. En conflit avec Chapleau à cause de l'affaire Riel, pousse par Honore Mercier en chambre, il remettra sa démission comme Premier Ministre et sera successivement nomme sénateur et Président du Senat ci Ottawa.
