The files in this sub-series encompass the bulk of the administrative and policy records generated by the Canadian Cycling Association (CCA). Subjects reflected in the sub-series include CCA administration (management of staff and facilities); associations (relations with outside organizations and sports bodies, including those advocating for the inclusion of new cycling genres); coaching (policy and professional development); committees / meetings (records of Executive Council, Annual General Assembly, Board of Directors and committee meetings); districts (relations with CCA provincial affiliates); finance (policies surrounding sponsorships and federal operating grants); Sport Canada grants (applications for federal athlete assistance funds, correspondence, lists, policies); planning; recreational cycling (advocacy, outreach); tracks (design, bookings); advertising / promotion; feasibility studies; legislation (CCA by-laws, constitution & racing rules, legal opinions, doping, suspensions); and the Women's Program (outreach to women). In keeping with the evolution of the CCA filing system over time (see arrangement note), files are arranged in annual blocks (1964-1976, 1977, 1978, 1979, 1980, 1981, 1982 and 1983), then alphabetically within each block.

The professionalization of the Canadian Cycling Association after 1970 prompted the creation of broad subject-based file classification schemes to manage correspondence. The first of these, in use circa 1970-1976, established permanent files grouped under function-based prefixes (e.g., RA-1 = Racing - licences; RA-1-2 = Racing - Prizes; TR-1 = Tracks - General; etc.). From 1977 through 1981, the CCA opted to create new files on each subject annually. While file titles themselves generally continued as before, the alphanumeric prefix (e.g. RA) appears to have fallen out of use. In 1981, the CCA introduced a new filing system in which broad subject categories were assigned a letter designation (e.g. B for Sport Canada, D for Associations, P for Membership). Like before, new files continued to be created annually and the change had little impact on the file titles used. Instead, the prefixes were added to correspondence to help with filing and cross-referencing. For example, the notation 82/D would be added to a document to show that it pertained to "Associations" (D) and the year 1982.
